What fabrics are waterproof for the outer layer of an AIO cloth diaper? On a TIGHT budget, so think cheap pls!

I am trying to make diapers for my daughter but I cannot seem to find an affordable waterproof cloth for the outer layer. PUL is so expensive and so is the specialized nylon ($18 per yard!). Anybody have a suggestion?
The flannel is for the inner absorbent liner

You can buy clearance PUL at some places or even just cuts of it instead of by the yard. Diapercuts has clearance PUL for $10 a yard. You can also try waterproofing your own fabric with sprays.

Fleece is also a good waterproof cover!
