Where can I find an old children's movie?

There was a children's movie that I watched a long time ago and it had two children playing with a coloring book. At one point their dog jumps into the coloring book and so do the little kids. The kids bump into this woman that is really spastic and is wearing all white. She says that she used to be really colorful but all of the color families in the community weren't friends anymore so she lost all of her colors. So the kids try to talk all of the families into becoming friends again, but they don't until eventually the spastic lady hurts her ankle and all the color families donate scarfs to wrap around the wound, they then decide to become friends and the spastic lady is all colorful again. It's a musical and has the songs "Do Your Ears Hang Low" "I'm a Nut" "Down by the Bay" and some song about rubbing Castor oil on a babies chest because she's sick. I would appreciate it if anyone could tell me anything! I used to love that movie and I can't find it anywhere! Thank you!

You know, I used to watch this movie when I was little, and CANNOT remember the name of it to save my life, but would love to know what it's called so maybe I can find it.
