how do you remove tacky glue from a backpack? ( a jansport back pack)?

If you mean a product like Eileen's Tacky Glue, wash in very hot water. This will not remove it completely but will soften it so you can pick it off with your fingers. Solvents are risky as they may dissolve the fabric. Goof Off and similar products will not touch tacky glue as it is an aliphatic resin and they are designed to work on spirit based glues.
