What does this sign mean???It is round,divided into four quarters,one is red,one yellow,one white,one black. ?

It belongs to the Lakota tribe of the sioux people that lived in North America. It is a wheel like circle that is divided into four quarters. (Clockwise) The colors are: the first quarter is red, the next one is yellow, the next one is white and the next one is black.Please answer as soon as possible!!!
