On the Sims 2 exchange, only some Sims have custom hair tone?

Why is this? Some sims I downloaded have custom hair tones that are under brown hair or whatever. But some have a blank spot where their hair should be. How do I tell if I will be able to use the hair tones from the exchange?

I've never heard of a hair 'tone', but if you click 'View Details' on the Sims on the exchange, it will tell you what is included in the download. If the hair color or style is not included, you won't get it with the download.
