rash on my daughters tummy?

Today while changing my 15 month old daughters diaper I noticed a round irritated spot (like a rash) on the side of her tummy. So I thought it might be a irritated area caused by the embroidery on her t-shirt. so I changed her shirt and decided to wait a few hours and see if it got better. then I gave her a evening bath before bedtime and I saw it was not only still there but worse.
it's oval shaped, and brown with mini dots in the middle and the surrounding area is red. when not looking closely it looks like a burn that is beginning to scab.
she does not show signs of pain or extreme discomfort.
I tried looking it up on various search engines but no luck. If it's worse in the morning I'm taking her to see the pediatrician but I'm really worried.
