Is it illegal for a cop to take off his badge and gun/duty belt and fight with someone who wants to fight?

Yes. He doesn't have the authority to take himself off duty. So taking off his badge and removing his gun doesn't make him off duty. It simply makes him out of uniform.

The duty of an officer involves various dangers and risks. Police officers willingly do their job however, they know that they can also be injured and killed while performing their duties.
