Can someone help me? Is this poem a metaphor?

Just when you thought
that winter would be here forever
that it could never end,
You saw:
Amidst the frozen white
a tiny tip of green.
first blade of grass
the messenger of spring
is it a metaphor? i got it off of a website saying it was.

Poetry is always in the eye of the beholder. That's why it's ok for there to be multiple interpretations. There are no wrong or right answers. For example, winter could be a metaphor for bad times or loneliness. "Just when you thought 'loneliness' would be here forever..." Thus, the first blade of grass would metaphorically represent better times on their way. Spring is always paired symbolically with love and growth. However, as I said, there are no wrong or right answers.

Dost disobey the wife of Jupiter;
Who, with thy saffron wings, upon my flowers
Diffusest honey-drops, refreshing showers;

My bosky acres and my unshrubb'd down,
Rich scarf to my proud earth;---why hath thy queen
Summon'd me hither, to this short-grass'd green?

Ceres is describing Iris for the audience so that we know who she is. Iris, of course, being the personification of the Rainbow. The Spirit that Juno, the Queen Goddess uses as her Messenger. Not only is Iris her messenger, but she is the link between Heaven and Earth. She is Juno's equivalent to Prospero's Ariel.
So look at the passage again, knowing this, and see what it says.
Hello, many-colored messenger that never disobeys the wife of Jupiter (Juno);
Who, with your golden wings, upon my flowers rains refreshing showers;
And with each end of your rainbow does crown
My wooded acres and my bare ground,
Rich scarf to my proud earth, --- why has your queen
Summoned me here, to this short grassed green.
Keep in mind that Ceres is the Goddess of the Earth. She will speak to Iris in a courteous manner as she is the messenger of the Queen of Goddesses, and she has powers of her own, many of which are required to make things grow - they need each other, and you don't want to p*ss off the messenger of the Goddess, but you don't want to be sycophantic either.
You need to act like a diplomat, take direction from your teacher, or director, find out how THEY want you to act out the part. I'm sure you will do just fine.
