Is this diaper rash?

omg it's so bad. It's been there for like 3--4 weeks. I have tried balmex, prescription yeast medicine , powder, baths , baby oil, air drying......... he is in so much pain because it itches him so bad in his genital area. It scratches it and then crys. it 's like red patches and dry all over his butt, gentitals, and lower stomach. help!
i am taking him friday on my day off. I had called a dr. last friday and they prescirbed the yeast medicine. but it did not work!

My daughter has had horrible reactions to baby rash cream and prescription yeast cream...the only thing I can put on her is plain old vaseline...and I really put a thick layer on her...her rash went away within 3 days.
He could be really sensitive and be having an allergic reaction, or just have a really really bad yeast infection that needs a stronger or different medication...maybe some kind of medication that he could take to help? Definetly get him back in to the doctor
