What to do about matted down chiffon flowers on my dress?

my prom dress is made out of chiffon, and the flowers (also made of chiffon) are matted down, I suppose from it being hung up inside a bag at the store for so long. does anybody have advice that will help restore the flowers back to their original state? can it even be fixed?
