Can you bring little sample packets of shampoo/conditioner in a zip lock bag on a plane? (in your carry-on luggage?) like a small .4 fl. Oz / 11.8ml (x2) packet of shampoo/conditioner IN a zip lock bag?

@charlie - none of my bags are 'checked'... They're both going to be carry on..........i only have 2 bags going with me - to check them cost extra...

You got all kinds of MIS information. The TSA rules say 3.4 oz limit and as many of them as will fit in one 1 qt. size zip lock bag..if you want. Of course, if you are not going to shampoo your hair while on the airplane, I have never understood the need to carry it in your carry-on...unless you are not taking a checked bag. You can put any size you want on your checked luggage.
